All areas of Nebraska are served by Early Learning Connection (ELC) Regional Partnerships working to support professional development for early childhood professionals who work with children ages birth to eight. The Early Learning Connection Partnerships are supported by the NDE offices of Early Childhood, Special Education, the Head Start State Collaboration Office and the Early Childhood Training Center.

- Coordinate professional development and training for early childhood professionals
- Promote collaboration between agencies and educators to improve service quality
- Support state initiatives in early childhood education and workforce development
