What We Do
Educational Service Unit 1, based in Wakefield, serves 23 school districts across Cedar, Dakota, Dixon, Knox, Thurston, and Wayne counties in northeast Nebraska. One of 17 ESUs in the state, ESU 1 offers shared services like special education, professional development, technology, and media support—services that are more efficient to provide regionally than individually.
Established by the Legislature in 1965 and overseen by the Nebraska Department of Education, ESU 1 is led by an elected board and an administrator who guide its mission to meet evolving district needs. It also operates the Level III Tower School program in Wayne.
